To enable picture-in-picture mode on your Android device, you must have Android 8.0 Oreo or newer, or you can download the Vanced app. This mode is only available for Android users located in the United States, unless you use the Vanced app.

You can also enable picture-in-picture mode by subscribing to YouTube Premium, which is available to American and British subscribers. To do this, go to the YouTube app's settings and enable the "picture-in-picture" option.
