Total and Cat to Merge, Surpassing Dtac

In August 2014, TOT was ordered by the State Enterprise Policy Commission to submit a restructuring plan, which included splitting into six subsidiary operations that would partner with private firms.

These six key areas are: telecoms infrastructure, towers, broadband, mobile wholesale, ICT and cloud, and international gateway/submarine cable.

TOT plans to upgrade its business through public–private partnership (PPP) and commercial agreements with third-party companies.

Among the companies that have expressed interest in a partnership with TOT are Advanced Info Service (AIS), MVNE One Development, Softbank (Softbank Corporation), Loxley Pcl., and MobileLTE.

On 7 January 2021, TOT PCL agreed to merge with CAT Telecom into a new company, National Telecom Public Company Limited (NT), following a cabinet resolution by the Ministry of Digital Economy and Society under Prime Minister Prayut Chan-o-cha.

The merger will create a new company that surpasses Dtac in terms of market size and influence.

TOT hosts two Mobile Virtual Network Operators (MVNOs) on its network: i-Kool 3G (Loxley) and IEC3G (renamed to Tron IEC3G in 2014). As of January 2017, these MVNOs, along with TOT itself, had a combined market share of 0.18% representing 163,658 subscribers out of a total market size of 90,921,572.

By the end of 2016, TOT's MVNOs and fixed-line services had a combined market share of 0.18%. This market share may seem small, but it's still a significant presence in the industry.

TOT plans to upgrade its existing basic fixed lines to internet protocol (IP) phone lines by 2025.

This upgrade will enable TOT to double its average revenue per user (ARPU) for fixed-line services to 400 baht per subscriber.

Nearly 80% of TOT's fixed-line network nationwide consists of copper wire, with the rest fibre-optic.

The transformation will also allow TOT to generate greater benefits through promotion service packages bundled with existing fixed broadband and mobile services in the long term.

TOT stepped into IP phone services in 2014 and now has fewer than 300,000 subscribers.

The network transformation plan will be part of TOT's strategic roadmap after the end of True Corporation's fixed-line telephone service concession in the metropolitan area on October 29.

True operates fixed-line services for the metropolitan area under a 25-year TOT concession with a quota for a maximum of 2.6 million subscribers.

The concession ends on October 29, and TOT is ready to take control of True Corporation's fixed-line telephone services and look after the remaining 900,000 subscribers.

The transition will have no effect on consumers because TOT has already prepared the operational procedures, including the billing system, back office, maintenance systems, and call centres.

TOT's fixed-line business is still essential for the company, even though its popularity is waning, as it serves as contact channels for business enterprises and corporations.

World-Class Quality

TOT is expanding its broadband network to two million ports, investing THB 30 billion in building an FTTX network to replace its ADSL networks.

TOT aims to provide high-speed internet to 80% of households by 2015 and 95% by 2017, as part of the Smart Thailand 2020 project.

The project will involve building nearly 200,000 access points, with TOT investing in about 30,000 and the National Broadcasting and Telecommunications Commission providing funding for another 150,000.

TOT has been designated by the Ministry of Information and Communication Technology as the main service provider for Smart Thailand 2020.

TOT's goal is to provide a brand new user experience on the application layer with its new FTTX network.
