Secondary users have no access to these settings, which means they can't buy things with their own credit card or link their own streaming services to the homescreen.
The For you tab is for the single "you", and the Library tab is linked to your Google account only, so you're the only person who can edit or access it from a phone or the web.
You can't even customize the app icon order per user, so if you love Netflix but your partner loves Hulu, you both have to agree to keep those icons in the main app row.
