The regional Bell operating company, BellSouth, applied to offer long distance in Louisiana last month, citing the strength of the personal communications services market in the state.

A survey included in the filing found that 65 percent of Louisiana PCS customers make or receive calls at home, which BellSouth hoped would convince the FCC to approve their application.

For calls to other countries, BellSouth charges $0.45 per minute with a minimum charge of $1.00.
